Whithin the research project “Formation of the principles of state policy for the development of intermodal and multimodal transportation of national and transit cargo” (Registration No.0118U000204, performance period: 01.01.2018-31.12.2020, Scientific Supervisor of the research: Doctor of Economics, Professor S. Ilchenko), the following scientific results were obtained:
The theoretical foundations of the national transport policy are formed by considering it in a two-level context, firstly, as a general transport policy that forms economic relations at the external and national levels between the world society, the national transport complex, and the Ukrainian state, and, secondly, as an informal transport policy that forms economic relations between participants in the transport process, and whose main task is to ensure a balance of interests between them. Methodological provisions for finding an equilibrium solution in the competitive environment of the port services market, within the framework of oligopoly-type maritime transport systems, and in conditions of random fluctuations in cargo flows, which constitute a tool for minimizing the critical conditions for the implementation of multimodal and intermodal transportation, scientific hypotheses on state regulation of port activities are put forward and substantiated, and it is proved that the dichotomy between the dynamic nature of technology, industry and business and the institutions of state regulation of port activities. The paper forms a scientific and methodological support for the organizational and economic foundations of the creation of a distribution center for management and information support of mixed transportation, presented in the form of a DFD diagram, which provides for the reduction of operational downtime, loss of cargo, will allow the creation of territorial management systems and increase the efficiency of integrated management of various modes of transport in the multimodal transportation system.

Whithin the research project “Information and Analytical Support for the Preservation and Protection of the Marine Environment’s Natural Resource Potential from Ship Pollution” (Registration No.0120U103050, performance period: 15.06.2020 –31.12.2021, Scientific Supervisor of the research: Doctor of Economics, Professor S. Ilchenko), the following scientific results were obtained:
Information and analytical support for implementing environmental measures to preserve the natural resource potential of the marine environment from technogenic pressure was developed. Direct and indirect institutional tools for water area protection were proposed, focusing on comprehensive solutions to stimulate the best available technologies and provide information-analytical justification of damage evidence. Sources of pollution and mechanisms for reducing their volumes were systematized. A structural and functional system for environmental research of the marine environment’s resource potential was created, based on its structural and functional organization, and an algorithm for forming information-analytical support was developed, structured into subsystems for analysis, accumulation, and decision-making, with division into external and internal impact elements. The decomposition of the technical and technological potential of marine fleets (passenger, commercial, military) was justified, correlating them with types and sources of pollution. This systematization allows specifying and detailing measures to enhance the activation of relevant capabilities and strengthen the focus of management decisions. Conceptual foundations for improving the institutional support of environmental measures aimed at preserving the natural resource potential of seas were developed. A methodological approach to the structural and functional organization of an information-analytical system for environmental research on the natural resource potential of the marine environment was advanced, based on a systematic analysis of hydro system components combined with technogenic impact objects.

Whithin the research project “Institutional and economic mechanisms for ensuring the competitiveness of water transport in ukraine” (Registration No.0121U108151, performance period: 01.01.2021–31.06.2023, Scientific Supervisor of the research: Doctor of Economics, Professor S. Ilchenko), the following scientific results were obtained:
Scientific approaches to the formation of the institutional and economic mechanism of activity and development of water transport as a factor of strengthening its competitive advantages in the current conditions of transformations in the industry has been developed, as well as theoretical and applied principles of building a profile of competitive strategies of water transport and substantiates the conceptual model of their implementation have been formed. The paper proposes a methodological approach to diagnosing the level of competitiveness of water transport enterprises on the basis of a criterion-based assessment of entities, their potential capabilities and rational use of reserves, based on applied mechanisms for taking into account the multicollinear influence of factors on the value of the integral functional of competitiveness of the maritime industry of Ukraine in quantitative and qualitative terms, and a scientific and applied approach to economic and mathematical modeling of the entropy objective function as a generalized function for optimizing waterborne cargo transportation based on its competitive advantages, which, unlike existing approaches, will allow obtaining acceptable and optimal solutions in a reasonable time. The organizational and economic mechanism for increasing the competitive potential of water transport is formed on the basis of a rational systemic and integrated consideration of natural resource, production, labor, institutional, innovation and investment potential, which allows to identify and comprehensively assess the results of economic threats and dangers in its use, and a scientific and methodological approach to the post-war restoration of water transport in Ukraine, formed on the basis of the improved theory of constraints, reinforced by the principle of equivalence of the formation of goals-objectives-constraints-decisions-results and tools for controllability of the management system and management objects, which will allow to transfer the system from a state of disequilibrium to a state of dynamic stability, with the acquisition of the potential of self-control and reticular flexibility.
