The department was established on the basis of the Department of Socio-Economic Development of Coastal Regions (1970). The department’s research is grounded in the theoretical and applied aspects of increasing the socio-economic effectiveness of investment and innovation activity in the regions of the Ukrainian Black Sea coast, and in developing mechanisms for improving the efficiency of inter-regional and cross-border links.
Scientific directions:
- theoretical and applied aspects of improving the management of the socio-economic development of the Ukrainian Black Sea coast;
- substantiation of mechanisms for ensuring an attractive investment and innovation climate in the region;
- identification of the advantages and problems of the Black Sea segment’s participation in the international division of labour;
- development of a strategy and mechanisms for the complementary inclusion of the Black Sea region in integration processes;
- institutional mechanisms for the effective investment and innovation support of socio-economic development on the Ukrainian Black Sea coast.
Historical note:
The department was created in 1970 as a sector for the study of sociological problems. During that period, interest in sociology and sociological research intensified in the USSR. In 1974, in the course of structuring the Institute’s scientific directions and human-resource potential, the Department of Sociological Problems of Management was created on the basis of this sector. The sector, and later the department, was headed by Candidate of Philosophical Sciences Iryna Markivna Popova — one of the founders of the school of modern Ukrainian sociology, who subsequently became the first Doctor of Philosophical Sciences in the specialty “sociology” in Ukraine. The department’s research focused on studying the problems of staff turnover and mobility, interpersonal relations, the stability and adaptation of labour collectives, the formation of the production potential of industrial enterprises, social management, and the development of the factory sector of science.
The department’s staff implement the scientific and applied results obtained into the educational process, in particular at Odesa National Economic University, Odesa I. I. Mechnikov National University, Odesa National Polytechnic University, the Odesa Academy of Food Technologies, the Christian Humanitarian-Economic Open University, and the Odesa Regional Institute of Public Administration of the NAPA under the President of Ukraine. The staff continually incorporate research results into textbooks across the various directions of their scientific activity[1].
A branch of the Chair of International Economic Relations of Odesa National Economic University operates on the basis of the department; within it, students, under the guidance of the department’s staff, conduct research, prepare scientific publications and master’s projects, and are involved in carrying out research commissioned by enterprises. After successfully completing an internship within the chair’s branch, the best students are employed in the department and enter the Institute’s postgraduate programme. Overall, the students’ research work in the department helps to activate their creative thinking and the use of scientific methods in solving specific economic situations, which improves the quality of training of specialists for the regional economy.
The department does not stand aside from the process of drafting and adopting important legislative documents. In particular, it submitted proposals for such draft laws as “On the Principles of State Regional Policy” and “On Science and Scientific-Technical Activity”, and, together with the Ministry of Economic Development and Trade and the Odesa Regional State Administration, it is developing the State Strategy for the Development of the Ukrainian Danube Region. Analytical and briefing notes with proposals for improving state and regional economic-development policy are sent systematically to regional and central authorities.
The department cooperates with international organisations such as the Arab Iron and Steel Union, the Bulgarian-Ukrainian Chamber of Commerce, and the international project of the United States Agency for International Development (USAID) “Local Investment and National Competitiveness”. The department’s staff have publications both in the near abroad (Russia, Moldova, Romania, Poland, Bulgaria) and the far abroad (Japan, Syria).
In total, over the recent years of the existence of the Department of Socio-Economic Development of Coastal Regions (renamed, as of 1.07.2014, the Department of Inter-Regional Economic Development of the Ukrainian Black Sea Coast), around 20 monographs, 10 textbooks and 3 brochures have been published. Its scientific and scientific-practical achievements are reflected in more than 230 scientific articles.
Eight dissertations have been defended, of which 3 were for the degree of Doctor of Economic Sciences. At present, eight postgraduate students are studying. The department comprises 6 doctors of economic sciences (Academician B.V. Burkynskyi, V.F. Horiachuk, O.I. Laiko, V.M. Osypov, V.V. Koval, O.A. Yermakova), 1 doctor of geographical sciences (V.O. Derhachov) and 1 candidate of economic sciences (I.A. Tsynalievska).
