Head of the Department, Doctor of Economic Sciences, Professor. In 1977 she graduated with honours from the Odesa Institute of National Economy (now the Odesa National Economic University) in the specialty “Industrial Planning”, with the qualification of “Economist”. In 1984 she defended her candidate dissertation “A study of the impact of scientific and technical progress on the efficiency of the use of fixed industrial-production assets (the case of the enterprises and associations of the Ministry of Light and Food Engineering of the USSR)” in the specialty 08.00.11 – statistics at the D.S. Korotchenko Kyiv Institute of National Economy. She received the scientific degree of Doctor of Economic Sciences in the specialty 08.00.05 – Development of Productive Forces and Regional Economics in 2008, upon the public defence of the dissertation “Methodology for assessing regional economic development under conditions of economic transformation” at IMPEER of the NAS of Ukraine.

She has worked in the system of the Ministry of Education and Science of Ukraine since 1977, of which 37 years were at the Odesa National Economic University. In the system of the National Academy of Sciences of Ukraine — since 2015: 01.10.2015 – 13.12.2020: senior research fellow of the Department of Entrepreneurship Development of IMPEER of the NAS of Ukraine; 14.12.2020 – to the present: Head of the Department of Entrepreneurship Development of the SO “IMPEER of the NAS of Ukraine”.
During her work at IMPEER of the NAS of Ukraine she took part in carrying out 3 state-budget research projects, namely: “Overcoming the asymmetry of the development of the entrepreneurial sector as a component of the sustainable development of Ukraine’s economy” (2014-2016); “Development of the market of innovative goods on the basis of using the potential of technological entrepreneurship” (2017-2019); “Transformation of the theoretical foundations of the development of the market of innovative technologies in Ukraine” (2019-2020).
Under the supervision of Dr. Econ. Sci., Prof. T.V. Umanets, three candidate dissertations (2011, 2013, 2015) and one doctoral dissertation (2018) were defended. She is the author of more than 350 individual and collective scientific works, including 16 monographs (15 co-authored) and 13 study guides (2 individual) bearing the seal of the Ministry of Education and Science of Ukraine. She has scientific publications in periodicals included in the scientometric databases recommended by the Ministry of Education and Science, in particular Scopus.
She is a member of the Specialised Academic Council D 41.177.02 at the SO “IMPEER of the NAS of Ukraine” and a member of the editorial board of the collection of scientific works “Economic Innovations”.
She is actively engaged in public activity: she is the head of the Odesa Union of Scientists of the Academy of Economic Sciences.
Awards and distinctions: awarded by the Ministry of Education and Science of Ukraine with the badge “Excellence in Education of Ukraine” in 2003, and with certificates of honour of the Odesa Regional State Administration and the City Council.

The department’s main research is connected with the theoretical problems of the development of entrepreneurship, the improvement of its efficiency under a transformational economy and its impact on the socio-economic development of the region and the state as a whole.

- forming the entrepreneurial environment and the factors that shape it, and studying the development trends of the entrepreneurial sector of the economy;
- forming and developing the concept, methods and mechanisms for the functioning of the system of institutional support for the entrepreneurial sector of the economy;
- identifying priority directions for the development of the entrepreneurial sector of the economy and developing a strategy for its reform;
- the development of entrepreneurship by sectors of the real economy as a mechanism for increasing its competitiveness;
- studying the mechanisms for reconciling the interests of business structures and the authorities;
- identifying priority directions for the adaptive management of business processes under the digitalisation of the economy and developing strategies for their implementation;
- identifying the current challenges and threats to the development of the economy and its branches, the movement of the labour force and their impact on the real sector of entrepreneurship under conditions of digital progress and wartime.
Historical note:
With the beginning of the process of Ukraine’s transition to market relations and the establishment of its entrepreneurial sector, the Institute of Market Problems and Economic-Ecological Research of the NAS of Ukraine was objectively faced with the task of solving the topical problems of forming the entrepreneurial sector of the economy. In this regard, in June 1992 the Academic Council of the Institute decided to create a “Department of Entrepreneurship Development” within the Institute’s structure. From the founding of the department until January 2021, it was headed by the Honoured Worker of Science and Technology, Doctor of Economic Sciences, Professor Anatolii Ivanovych Butenko. Since January 2021, the Head of the Department has been Dr. Econ. Sci., Prof. Tetiana Vasylivna Umanets.
The department began conducting research into the problems and conditions of entrepreneurship development during the time of changing forms of ownership and the instability of the economic, political and social situation in Ukraine and its regions. The scientists’ efforts were concentrated on theoretical-methodological and applied research into the formation and functioning of the entrepreneurial sector, the definition of its essence and the features of its impact on the country’s economy, and the development of recommendations on creating favourable conditions for its development.
A significant achievement of the scientific research connected with solving the problems of establishing the entrepreneurial sector of the economy was the scientific work of the department’s head, Anatolii Ivanovych Butenko. He was one of the first to address the new set of problems — the development of the entrepreneurial sector in the country’s transformational economy and the building of an effective organisational-economic mechanism for its functioning in the region.
The department closely cooperates with the State Committee of Ukraine for Regulatory Policy and Entrepreneurship and its representative office in the Odesa region — and today with the State Service of Ukraine for Regulatory Policy and Entrepreneurship Development — and with the Odesa Regional State Administration, the Odesa Regional Council, the NSDC of Ukraine, and the committees of the Verkhovna Rada of Ukraine.
In total, over the period of the department’s existence, more than 40 monographs and 5 textbooks have been published. Its scientific and scientific-practical achievements are reflected in more than 400 scientific articles.
As part of the integration of science and education, the department makes efforts to cooperate and coordinate its activity with the scientific institutions and universities of Ukraine on the set of problems related to the development and improvement of the efficiency of entrepreneurship. Cooperation agreements have been concluded with the Institute of Industrial Economics of the NAS of Ukraine, Odesa National Economic University, Odesa I.I. Mechnikov National University, Odesa National University of Technology, the National University “Odesa Polytechnic”, Khmelnytskyi National University, Volodymyr Dahl East Ukrainian National University, and others.
A school of managers was created at the department, where employees of medium and small businesses received training. The department’s staff constantly perform expert functions regarding scientific and dissertation works and fundamental research.
Over the period of the department’s existence, 17 dissertations have been defended, of which three were for the degree of Doctor of Economic Sciences. The department comprises 1 doctor (T.V. Umanets) and 6 candidates of economic sciences (H.V. Karpinska, N.A. Klievtsievych, I.A. Topalova, S.O. Danylina, L.S. Shatalova).

In 2005 she graduated with honours from the Faculty of Economics and Production Management of the Odesa State Economic University in the specialty “Economic Theory”. From 2005 to the present she has been an associate professor of the Chair of “General Economic Theory and Economic Policy” of the Odesa National Economic University. In 2012 she defended her dissertation for the scientific degree of Candidate of Economic Sciences in the specialty 08.00.01 – “Economic Theory and the History of Economic Thought” on the topic “Forms of capital accumulation and their features in a transition economy”. In 2015 she received the academic title of Associate Professor. Since 2013 she has been the Scientific Secretary of the Specialised Academic Council D 41.055.01 for the defence of candidate and doctoral dissertations.
Her scientific interests are concentrated on studying the forms of capital accumulation, analysing the processes of concentration and centralisation, the market of derivative securities, the dynamics of M&A and the ratio of the real and financial sectors, and studying structural shifts in the economy under the digitalisation of the economy.
The results of her research are reflected in more than 100 scientific and scientific-methodological works; she is a co-author of collective monographs.

In 1998 Hanna Volodymyrivna Karpinska graduated from the Odesa State Academy of Food Technologies. She began her career in 1998. In 2000 he graduated with honours from the Faculty of Economics of the Odesa National Academy of Food Technologies in the specialty “Enterprise Economics”. He has been in the system of the National Academy of Sciences of Ukraine since 2000. From 2003 he worked as a leading engineer. Since April 2004 he has been the Scientific Secretary of the Department of Entrepreneurship Development of the Institute of Market Problems and Economic-Ecological Research of the NAS of Ukraine. Since 2005 he has held the position of junior research fellow of the department. He was the Head of the “Entrepreneurship Development” section of the Scientific Council of Young Scientists of IMPEER of the NAS of Ukraine.
Vasyl Vasylovych’s scientific interests are concentrated on the theory of entrepreneurship development, issues of improving its efficiency under economic modernisation, identifying priority directions of development in the industrial complex of Ukraine and the region in particular, as well as the economic-ecological priorities of the “green economy” in the context of Ukraine’s sustainable development.

In 2006 she graduated from the Odesa State Academy of Refrigeration (now the V.S. Martynovskyi Institute of Refrigeration, Cryotechnologies and Eco-Energy) in the specialty “Compressors, Pneumatic Units and Vacuum Technology” and obtained the qualification of power engineer.
From 2012 she worked at the Hydroacoustics Branch of the Marine Hydrophysical Institute of the NAS of Ukraine in the position of engineer of the 1st category. She studied the biological and chemical properties of the world ocean and their impact on the environment.
Since 2023 she has held the position of engineer of the 2nd category of the Department of Entrepreneurship Development of the State Organisation “Institute of Market Problems and Economic-Ecological Research of the NAS of Ukraine”.
