Cooperation with foreign scientific institutions for the period 2013-2025.
The Institute develops scientific dialogue with foreign partners through participation in international programs of the Seventh Framework Programme of the EU, the Joint Operational Programme for Cross-Border Cooperation “Romania-Ukraine-Republic of Moldova 2007-2013”, the Joint Operational Programme for Cross-Border Cooperation “Black Sea Basin 2014-2020”, the Eastern Partnership Territorial Cooperation (EaPTC), the Danube Transnational Programme INTERREG, Horizon 2020, Erasmus+.
In 2013, the Institute became a Partner of the EU Large-scale Infrastructure Project “Inventory, Assessment and Reduction of the Impact of Anthropogenic Pollution Sources in the Lower Danube Region of Ukraine, Romania and the Republic of Moldova” within the framework of the Cross-Border Cooperation Program of the European Neighborhood and Partnership Instrument “Ukraine – Romania – Republic of Moldova” (Contract No. 287774 dated 10.04.2013) together with

The Institute participated in the implementation of international projects :
- Danube-INCO.NET: Promoting research and innovation in the Danube region – EU Seventh Framework Programme – 7FP, the following results were obtained:
- scientific principles of the policy of innovative development of medium and small enterprises in the context of implementing the tasks of the European Research Area are proposed;
- An information base has been developed to promote the programs of the “European Research Area for Ukraine” initiative in the context of the activities of the established contact point under the Horizon 2020 program.
- The project “Tourist Routes of the Black Sea Region BSB-Tour” – Joint Operational Program of Cross-Border Cooperation “Black Sea Basin 2007-2013”, 2014-2016, which has summarized and obtained the following results:
- an analysis of the use of program-targeted methods in state management of the development of tourism and recreational activities at the state and regional levels was conducted, in particular the “Strategy for the Development of Tourism and Resorts”, regional and city target programs for the development of tourism in the direction of intensifying international interaction;
- The prospects for the development of wine tourism in the Black Sea region were investigated, proposals were developed for the formation of rural and cultural tourist destinations common to all project partners in the Black Sea basin, in particular the formation of a wine trail;
- The directions of development of tourism education and its influence on the formation of the competitiveness of the countries of the Black Sea basin are substantiated.
- The project “Inventory, assessment and reduction of the impact of anthropogenic pollution sources in the Lower Danube region of Ukraine, Romania and the Republic of Moldova” (MIS ETC CODE 995) – Joint Operational Program of Cross-border Cooperation “Romania-Ukraine-Republic of Moldova” has obtained the following results:
- an organizational and economic toolkit for the Risk Management Plan in territories with unique natural resource potential has been developed, which defines the vectors of economic state policy and measures to minimize existing environmental threats in accordance with European requirements at the regional and interregional levels;
- A methodology for quantitative assessment of risks arising from sources of soil and water pollution has been developed in accordance with European practice and Ukrainian legislation.
- Project “Development of a cross-border innovation platform/cluster for the use of Common Reed (Phragmitas Australis) biomass as a source of sustainable energy (REED BASE)” – Seventh EU Framework Programme (7FP), project partners: Sukkov Institute (Grünwald, Germany), Sustainable Development Association (Moldova), the following results were obtained:
- a database of stakeholders and organizations in the reed use sector, conventional and water management of the Danube and Dniester river basins, and hydrological and hydrotechnical information, cartographic materials for the aforementioned basins has been created;
- Academic research was conducted on the past and present state of wetlands in the project area, as well as identifying the strengths and weaknesses of existing technologies for harvesting, processing and burning reeds, and consultations with local stakeholders were conducted to identify potential partners to promote sustainable use of reeds.
- The project “Development of the Ukrainian-Moldovan cross-border production-scientific-educational cluster for the processing of secondary wine products” – Eastern Partnership Territorial Cooperation Program (EaPTC), the following results were obtained:
- Marketing research was conducted on promising Ukrainian markets for the sale of secondary processing products of winemaking waste, in particular grape oil, tannin, and tartaric acid.
- The project “Transnational cooperation on transforming knowledge into marketable products and services for the sustainable development of the Danube Community in the future (Made in Danube)” – Danube Transnational Programme INTERREG / Danube Transnational Programme INTERREG, the following results were obtained:
- A survey was conducted among local stakeholders and a database of decision-makers was created – various governmental and non-governmental organizations from local to national levels in the project area on the development of innovation transfer in the Danube region.
- Project “Transnational cluster cooperation in the agri-food sector, based on the smart specialization method in the Danube region – S3Claster”:
- A regional action plan for innovative development in the agricultural sector has been developed.
- The project “Embracing failure to facilitate second-chance entrepreneurship in the Danube region” – DanubeChance2.0 (DTP2-012-1.2), funded by the EU within the framework of the Danube Transnational Programme;
- The project “Leveraging Finance 4 positive Social Change” – Finance4SocialChange (DTP2-011-1.2), funded by the EU within the framework of the Danube Transnational Programme.
- Project “Marine and River Litter Elimination New Approach” – MARLENA eMS BSB – 139:
- measures were taken to involve potential stakeholders to assist in eliminating marine and river pollution;
- Initiatives were carried out to cooperate on reducing river and marine pollution in the Black Sea region;
- A thematic information campaign on cleaning the sea and rivers in Ukraine was organized and conducted.
- Project “Sustainable Agricultural Trade Network in Black Sea Basin” – AgriTradeNet eMS BSB – 383:
- A number of stakeholder engagement activities were carried out to strengthen the potential of local brands to promote the development of a sustainable agricultural trade network in the Black Sea Basin.
- Project “Embracing failure to facilitate second-chance entrepreneurship in the Danube region (Danube Chance 2.0):
- The regional action plan for the prevention and prevention of bankruptcy of small and medium-sized businesses in the Danube countries (for the Ukrainian Danube region) has been adjusted due to the impact of quarantine restrictions and the pandemic on the development of small businesses.
- Project “Leveraging Finance 4 positive Social Change – Finance4SocialChange”:
- The regional action plan for stimulating social innovations and developing social entrepreneurship in the Ukrainian Danube region has been adjusted. The impact of quarantine restrictions has been taken into account.
- The project “Master in Smart Transport and Logistics for Cities” SmaLog (Smart Transport and Logistics for Cities), the following results were obtained:
- The SmaLog Master’s Program Project was prepared (requirements for the internal quality assurance system of higher education; for the characteristics of educational and methodological support and the characteristics of information support; monitoring and periodic review of educational programs of project partner HEIs from Georgia and Ukraine were carried out);
- An interim report has been prepared on the compliance of program competencies with the components of the educational program; principles and procedures for ensuring the quality of education;
- expert activities were carried out regarding EU educational programs in Ukrainian HEIs;
- The author’s Methodology for the formation of educational and scientific programs has been developed based on the experience, standards and requirements of the European educational community (taking into account the experience of project partners from Italy, Germany, Poland, Georgia), the requirements of Ukrainian legislation, national norms, rules and culture of training specialists in the transport sector – Methodology development of educational programs ERASMUS 2KA ;
- The author’s Methodology for assessing the quality of implementation of an international scientific and educational project and the quality of providing the educational process with methodological tools and resources has been developed – Methodology of quality evaluation of project eu technical assistance ERASMUS .

A separate area of international scientific cooperation is the work of the Institute’s scientists as part of creative teams on projects of other institutions and higher education institutions in the region:
- “Creating a Black Sea Network for Sustainable Tourism Development in Bulgaria, Romania, Ukraine, Moldova and Georgia” (BSTOURISMNET), 2013-2015 – Black Sea Cross-Border Cooperation Program – BS Cross Border Cooperation;
- “Creation of a scientific network to prevent the negative consequences of earthquakes, landslides and floods” 2013-2015 – Black Sea Cross-Border Cooperation Program – BS Cross Border Cooperation.
The Institute pays great attention to the testing of scientific results within the framework of the implementation of international projects by holding public events to familiarize the general public with them.
Every year, the Institute’s scientists participate in international conferences, forums, symposia, etc. In turn, the Institute is visited by foreign leaders and scientists.
For many years, the Institute, together with the National Institute of Economic Research of the Academy of Sciences of Moldova and the Ministry of Economy of the Republic of Moldova, has been conducting constant monitoring of the state of the Dniester River, and Academician of the NAS of Ukraine B.V. Burkynsky is a member of the Dniester River Basin Council.
Following the participation of Academician of the National Academy of Sciences of Ukraine B.V. Burkynsky in the Yankai Lake Technical Innovation Forum (Beijing) in 2017, the Institute signed a Protocol of Intent on Cooperation with the Qingdao International Academic Park (PRC) and held a meeting with scientists and experts of the Chinese Academy of Sciences, within the framework of which a trip to Sasyk Island took place to present this facility for investment proposals for scientific and technological innovations to the Chinese government.
The Institute’s scientists are establishing cooperation with the International Financial and Analytical Organization “Edmond de Rothschild Group” (Geneva, Switzerland) in the direction of improving the regional innovation policy of Ukraine (letter received No. 152 dated August 31, 2017).
The Institute’s scientists developed and implemented training courses: “Principles of accounting”, “Intermediate accounting”, “Cost accounting” for teaching at the American David Livingstone University of Florida.
Academician of the National Academy of Sciences of Ukraine, Doctor of Economics, Prof. Burkynskyi B.V., at the invitation of Harvard University (USA), gave a lecture “Ukrainian Economy Today and Tomorrow” (November 2014).
Every year, representatives of the Institute participate in the Conferences of the Academies of the Danube Countries (DAC) “Science and the European Strategy of the Danube Region”.
