In 1989, she graduated from Odesa I.I. Mechnikov State University with a degree in Applied Mathematics.
Nataliia Shlafman has been working at the Institute for Market and Economic-Ecological Research of the National Academy of Sciences of Ukraine since 1987, progressing from Technician and Engineer to Head of the Department. She defended her candidate dissertation in 1995, her doctoral dissertation in 2011, and was awarded the title of Professor in 2024.
Throughout her career, she has participated as a researcher, principal investigator, and scientific supervisor in over 30 budgetary and contract-based research projects.
Dr. Shlafman is a member of the Academic Council and the Specialized Academic Council Д 41.177.02 at the Institute for Market and Economic-Ecological Research of the National Academy of Sciences of Ukraine; a reviewer for the professional journal “Economics of the Food Industry”; an expert at the ifo Institute (Germany) since 2022; and an expert in interdisciplinary research at Times Higher Education (UK) since 2023.
Dr. Shlafman teaches, supervises researchers, and contributes to their professional development.
Her research has resulted in 142 publications, including 138 scholarly and 4 educational publications. These include 30 articles published in peer-reviewed national and international journals, with 5 articles indexed in Scopus and Web of Science. Her notable monographs include “Mechanisms of Regulation of Entrepreneurial Activity” (2000), “Mechanisms of Regulation of the Development of the Entrepreneurial Sector” (2010), “Mechanisms of Interaction between Government Authorities and the Entrepreneurial Sector of Ukraine’s Economy” (2011), “The Potential of Small Business in the Paradigm of Sustainable Development” (2012), “Asymmetry in the Development of Ukraine’s Entrepreneurial Sector: Principles of Identification, Assessment, and Strategies for Overcoming” (2017), “Formation of the System of Technological Entrepreneurship in Ukraine: Theoretical and Methodological Foundations” (2018), “Economic Essence and Functions of the Market for Innovative Technologies in Ukraine. Nataliia Shlafman has received numerous awards, including diplomas and letters of appreciation from the Southern Scientific Center of the Ministry of Education and Science of Ukraine and the National Academy of Sciences of Ukraine, as well as commendations from the Odesa Regional State Administration and ministries. In 2018, she was honoured with the Diploma of the Presidium of the National Academy of Sciences of Ukraine for her contributions to addressing critical scientific and technical challenges, implementing research findings in the national economy and socio-cultural development, training and mentoring specialists, and active participation in public life.
The department was founded in 1971.
The main focus of the department is on providing scientific support for the efficient functioning of the transport services market and the effective utilization of the national transport and technological system.

Research areas:
- methodology for forming a maritime transport policy and developing the transport infrastructure of Ukraine’s economy;
- methodology for ensuring the efficiency of Ukraine’s transport complex as an integrated part of the European and global transport systems;
- methodology for developing and enhancing the global competitiveness of transport and technological systems for cargo handling and transportation;
- scientific support for developing terms and regulations to facilitate organizational and formal procedures for the free movement of goods;
- scientific foundation for addressing issues related to the functioning and development of Ukraine’s transport system in the context of international integration.
Historical Background
The department was established in 1971 under the leadership of Doctor of Technical Sciences, Professor Anatoliy Ananiyovych Soyuzov. Under his guidance, the scientific team was formed, and the department’s research focus was defined. During this period, the primary research areas were dedicated to improving fleet operations and studying the organization of maritime container transportation, which was gaining momentum in the early 1970s. Under Professor Soyuzov’s editorial supervision, a textbook on the organization and planning of maritime transport was published in the late 1970s.
The department’s research findings on the development of modern national maritime transport policy allow for the identification of key stages in the evolution of Ukraine’s merchant shipping. Its further progress will be linked to optimizing the composition and structure of the fleet following future trends and proportions of international maritime transportation, as well as technical requirements. These advancements will contribute to the continuous and gradual enhancement of Ukraine’s economic efficiency.
The department’s scientific interests also extend to other modes of transportation and the transport and technological systems (TTS) formed on their basis. Researchers have developed the scientific foundations of economic relations that should govern interactions between business entities in these sectors.
The research conducted by the department within the Institute for Market Problems and Economic & Ecological Research (IMPEER) of the National Academy of Sciences of Ukraine reflects a multidisciplinary approach to solving complex societal challenges. A key issue requiring immediate attention is the selection of Ukraine’s development trajectory, which must undoubtedly be innovation-driven. The adoption of knowledge-intensive, resource-efficient, and energy-saving technologies will enhance national economic efficiency and facilitate the construction of a modern society. In this context, science serves as the foundation of this path, as evidenced by large-scale innovation projects, the generation of ideas that drive rapid economic growth, and the representation of intellectual capital, which defines the level of a nation’s development. Within this framework, the Department of Transport Services Market Research, along with its scientists and leading specialists, has consistently played a crucial role and made a significant contribution to the formation and development of the Ukrainian state.
Throughout its existence, the department has published over 500 scientific works, including 35 individual and collective monographs, 10 textbooks and study guides, and 12 methodological recommendations. Additionally, more than 80 PhD and doctoral dissertations on transportation and communications issues have been successfully defended.
