Whithin the research project “Formation of a favorable institutional environment for the socio-economic development of regions (on the example of the Ukrainian Black Sea region)” (Registration No. 0116U008689, performance period: 01.01.2017–30.06.2019) scientific supervisors: Academician of the NAS of Ukraine B.V. Burkynskyi, Doctor of Economics, Professor Laiko O.I. the following scientific results were obtained:
Mechanisms and tools for the formation of favorable institutional support for the sustainable development of regions have been developed in the context of ensuring the implementation of the local government reform and decentralization, stimulating investment and innovation activity of regions and communities, implementing the national concept of reforming the local government system and approaching the provisions of the European framework for regional development. The application of measures to improve the institutional environment of regional economic development, which include instruments of fund, direct and indirect initiating investment, means of strategizing spatial-sectoral local and subregional development, tools of regional agreements as means of increasing the capitalization of territorial economic systems based on the use of local advantages and resource-factor specialization regarding the participation of communities in the processes of inter-municipal, interregional, cross-border and international division of labor, has been scientifically substantiated. A methodological approach to assessing the quality of institutional support for the development of regions and communities has been developed, according to which a rating of the regions of Ukraine has been compiled according to 5 groups of indicators: regulatory and legal support; informal institutional environment; infrastructure; communications; the state of the functional basis of the territory according to economic, social, environmental, financial and budgetary components.

Whithin the research project “Ensuring regional economic development and cooperation in the context of local self-government reform” (Registration No. 0119U002419, performance period: 01.07.2019–31.12.2021) scientific supervisors: Academician of the NAS of Ukraine B.V. Burkynskyi, Doctor of Economics, Professor Laiko O.I. the following scientific results were obtained:
Mechanisms and tools for activating the sustainable development of regional economic systems on the basis of inter-municipal, regional, cross-border cooperation have been elaborated, which include: measures of investment, tax, organizational and economic support for the implementation by communities of joint local and regional development projects; means of network planning for the placement and strategizing the development of territorial and production entities, increasing added value, employment and development of human and social capital; improvement of budget equalization systems and increasing the capacity of communities by means of economic cooperation; measures for municipalities to attract resources from European funds to ensure the implementation of community cooperation projects with EU countries; tools for innovative and platform-based support for structural development and cooperation of regions; institutional tools for implementing the powers of local government bodies at the district level regarding the organization of economic cooperation of territorial communities; tools for implementing the functions of coordinating the development of territorial and production entities by local development agencies, using the example of the Ukrainian Black Sea Region with replication of experience at the national and cross-border levels.

Whithin the research project “Ensuring cohesion and stability of the development of regional economic systems in Ukraine” (3.1.8.77/B, Registration No. 0122U002378, implementation period 01.01.2022–30.06.2024) scientific supervisor: Doctor of Economics, Prof. Laiko O.I., the following scientific results were obtained:
The essence and determinants of cohesion and stability of development of regional economic systems in the conditions of post-war recovery are determined. The institutional priorities for ensuring the cohesion of the economic development of regions are substantiated, which include: effective governance and distribution of powers, strategizing sectoral and spatial development and placement of productive forces, innovation-oriented industrialization and formation of investment concentration points, ensuring the budgetary capacity of communities, creating jobs and added value, stimulating self-employment and the growth of human and social capital, activating intermunicipal and cross-border cooperation of communities, institutional ensuring cohesion in the process of restoring the development of regions based on the formation of an effective governance system at the basic, district, and regional levels, in accordance with the implementation of the goals of integration into the European framework of territorial convergence, the goals of sustainable development of cities and communities on investment, innovation and industrial principles (SDGs 9 and 11) and the requirements of programs No. 1-10 of the Recovery Plan of Ukraine, with testing on the example of the regions of the Ukrainian Black Sea region;
Proposals have been developed for the implementation of priorities for the cohesion of regional economic systems, which include instruments for tax and customs stimulation of industrial, cross-border, and innovative development as a generator of added value, humanitarian security, budget capacity of communities and the well-being of the population, rational distribution of administrative powers between the basic, district, and regional levels of government, and stimulation of intermunicipal cooperation as a means of managing common resources and projects of territorial economic systems, using the example of the Vizyr and Avangard communities of the Odessa district, the communities of the Podilsky district of the Odessa region, and the subregion of 6 communities in the Tyligul estuary basin.

Within the research project 3.1.8.72/B research project “Development of the investment system of Ukraine on the principles of reducing capital outflow”, the work was carried out based on the results of the report at the meeting of the Presidium of the National Academy of Sciences of Ukraine (February 27, 2019) and in accordance with the Order of the Presidium of the NAS of Ukraine dated February 24, 2020 No. 125 (Registration No. 0120U101900, completion date 2020). Scientific supervisor: Doctor of Economics, Senior Researcher Laiko O.I. the following scientific results were obtained:
Theoretical, methodological and applied principles of stimulating the investment development of the national economy on the basis of reducing unproductive capital outflow and ensuring its reproduction using organizational, economic, financial, administrative, informational, and tax regulatory levers have been developed.
Theoretical provisions for studying the impact of financial capital movements on the state of the country’s investment and economic systems have been developed, and the hypothesis that in the absence of effective institutional support for strategic investment and capital reproduction in sectors of the national economy, gross product growth leads to surpluses of investment resources that are exported abroad has been empirically proven.
A pattern of the investment system’s tendency to capital outflow has been identified, the value of which is calculated as the share of gross national product that will be exported abroad in the form of direct, portfolio, or mixed investments, as a result of a one percent increase in gross product in conditions of low capacity of the institutional environment to support strategic investments, has been revealed.
Scientific principles for assessing the unproductive outflow of financial capital from the country’s economy are proposed, which allowed calculating the volumes of unproductive capital outflow using the example of 11 countries of the world and confirming the hypothesis of a significant impact on the phenomenon under study of the state of institutional support for strategic investment in the country’s economy.

Whithin the research project 3.1.8.72/B research “Theoretical and methodological principles of tax stimulation of the development of the economy of Ukraine in the context of local government reform” The research was carried out in accordance with the Resolution of the Verkhovna Rada of Ukraine No. 765-IX dated 07/13/2020 “On the appointment in 2020 of nominal scholarships of the Verkhovna Rada of Ukraine for young scientists – doctors of sciences (implementation deadline 2020). Scientific supervisor: Doctor of Economics, Senior Researcher Laiko O.I. the following scientific results were obtained:
Theoretical, methodological and applied principles of the development of the national economic system have been developed in the context of attracting investments in strategically important types of activities, forming points of economic growth in communities of Ukraine in the context of local government reform using tax regulatory levers, which are built on the principles of balance, reproducibility, targeted investment orientation, social break-even, ease of burden, rationality, and prudence, the implementation of which takes place in the areas and mechanisms of targeted investment orientation of tax benefits, prevention of budget losses, support for capital reinvestment, promotion of economic cooperation of territorial communities based on increasing added value and realizing specialization advantages, which corresponds to the goals and objectives of the provisions of national strategic documents in the field of sustainable development and reform of local government.
A system of proposals has been formulated for the formation of institutional support for the implementation of the regulatory function of taxes at the national level (in the form of amendments to the Tax Code and by-laws), at the regional and basic levels (in the form of local regulatory acts to support local priorities of sustainable development, methodological recommendations to heads of communities and bodies of the State Tax Service, collections of best practices on tax assistance for attracting investments), which aim to prioritize the implementation of national interests in ensuring economic growth on the basis of effective use of the potential of territorial communities, correlate with the European experience of tax decentralization and do not contradict the provisions of international agreements.

For the first stage (01.07.2024 – 31.12.2024) of the research topic “Modernization of the management of economic development of territorial entities of Southern Ukraine” (3.1.8.89/B, registration number 0124U003641, implementation period: 01.07.2024-31.12.2026) scientific supervisor: Doctor of Economics, Prof. Laiko O.I. the following results were obtained:
A conceptual and methodical basis for building a system for managing the regional economic systems development in the conditions of post-war revival and European integration has been created, which is based on the principles of restoration, sustainability and modernization, includes: general and special functions for managing the development of territorial entities in a combined spatial-sectoral dimension, 7 groups of priorities for the regional economic systems development, regarding national security, human development, economic capacity for self-development of communities, the formation of growth poles and local innovation ecosystems, convergence with the European Acquis, the digital capital of communities development, which are implemented using the tools of local investment-oriented taxation, measures of informational, methodological, financial, budgetary, organizational and economic support for territorial development.
The institutional principles of forming a system of state control over compliance by local self-government bodies with the requirements of the Constitution, laws of Ukraine, national and security interests of the state in the sphere of economic development of regional systems have been improved by substantiating the purpose, tasks, functions and powers of the prefectural-type supervisory body in the context of ensuring Ukraine’s implementation of the Ukraine Facility reform program, compliance with the best practices of European regionalism, ensuring the balance of functions of managing the economic development of territorial entities, the goals of post-war revival and the Action Plan for the continuation of the decentralization reform for the period until 2027.
An institutional and methodological mechanism for managing the distribution of budget resources of territorial communities has been developed by substantiating the tools for partially replacing the old procedure for withdrawing reverse subsidies from the budgets of wealthy communities and transferring them to financially insolvent territorial entities with a new regulator of the balance of local budgets, which consists in using investment cooperation agreements between economically developed communities and territories that need assistance in ensuring recovery and economic development, in the manner provided for by the Budget Declaration for 2025-2027. At the same time, only that part of the reverse subsidy that will not be covered by the amounts of investment transfers within the framework of the agreement on economic cooperation with communities that need assistance will be subject to withdrawal from the budget of an economically developed community, in the manner of horizontal budget equalization.
