National Contact Point of the Horizon 2020 Programme “Innovation in SMEs”
The National Contact Point of the Horizon 2020 Programme “Innovation in SMEs” at the State Organisation “Institute of Market Problems and Economic-Ecological Research of the NAS of Ukraine” was established by Order of the Ministry of Education and Science of Ukraine No. 1063 of 17.08.2020[1]. <hyperlink>
In accordance with Order of the Ministry of Education and Science of Ukraine No. 1469 of 08.12.2016[2] <hyperlink>, the tasks of the national contact point are:
1) supporting the integration of Ukraine’s scientific sphere into the European Research Area (ERA) and intensifying mutually beneficial scientific-technical and innovation cooperation with the EU through participation in the EU framework programmes; providing information and consulting support to Ukrainian actors in scientific, scientific-technical and innovation activity on issues of participation in the projects of the “Horizon 2020” programme; methodical support for the participation of Ukrainian actors in implementing the projects of the “Horizon 2020” programme by thematic direction; and preparing proposals for improving the ways of interacting with the EU in the field of scientific research, technological and innovation development;
2) informing Ukrainian actors in scientific, scientific-technical and innovation activity about the European Commission’s programmes in the field of research and innovation, as well as about other European programmes, including current and upcoming calls, the conditions of participation, and the opportunities and conditions for submitting proposals;
3) raising public awareness of the goals of the European community regarding intensifying the participation of small and medium-sized enterprises (hereinafter — SMEs), as well as women and young people, in the “Horizon 2020” programme;
4) providing consulting assistance on finding partners, choosing financing options, organising proper management, legal and financial aspects, customs procedures, etc., in current projects implemented with the participation of actors in scientific, scientific-technical and innovation activity;
5) organising training seminars for target groups (actors in scientific, scientific-technical and innovation activity, SMEs, women scientists, etc.) or on special topics concerning the topical problems of the “Horizon 2020” programme within their competence.

Work of the NCP “Small and Medium Enterprises” in 2021
In 2021, the work of the NCP “Small and Medium Enterprises” was carried out under an agreement with the state enterprise “Centre for Scientific-Technical Information and Promotion of Innovative Development of Ukraine” (SE “Ukrtechinform”).
In particular, the results of the work were:
Holding events involving staff of higher education institutions and research institutes, and representatives of business, scientific institutions and NGOs, in particular:
– Round Table “Mechanisms and Tools of Accelerators of Innovation Activity on the Basis of the Horizon Europe Programme” (off/online, 26 November 2021, on the basis of the SO “Institute of Market Problems and Economic-Ecological Research of the NAS of Ukraine” and the Ministry of Education and Science of Ukraine; representatives of universities and small and medium innovative business).
– Training “Strengthening Technical Skills for Preparing Applications to Support Accelerators in the Business Environment on the Basis of the Horizon Europe Programme” (off/online, 07 December 2021, on the basis of the SO “Institute of Market Problems and Economic-Ecological Research of the NAS of Ukraine” and the Ministry of Education and Science of Ukraine; representatives of universities and small and medium innovative business).
Working on proposals for the structure and content of the national portal of the “Horizon Europe” programme. Preparing materials to populate the structural elements of the national portal. Providing presentation materials, a report on holding the event, and a completed table with feedback and contacts of participants following the webinar. Working on materials and preparing for the release of booklets of the “Horizon Europe” and “Euratom” programmes. Analysing information materials on the calls of the “Horizon Europe” programme and the “Euratom” research and training programme. Creating an information reference and presentation materials in the “Small and Medium Enterprises” direction for publication in the relevant sections of the national portal of the “Horizon Europe” programme. Creating infographics and visual materials. Preparing and distributing information materials on the mechanisms for finding partners in the “Horizon Europe” programme. Preparing materials (references) on the calls of the European Research Council, the European Institute of Innovation and Technology, and the European Research Council to populate the national portal. Preparing materials for publication on the national portal in the relevant sections. Preparing information messages in the “Small and Medium Enterprises” direction about holding events, and informing about the events of European partners regarding the EU framework programmes and other financial-support instruments, in particular on the official website of the Ministry of Education and Science and the “InfoScienceBot” chatbot. Preparing presentations in the “Small and Medium Enterprises” direction (including the relevant missions and partnerships) of the “Horizon Europe” programme. Creating presentation materials in the direction. Creating a glossary of the main terminology for the “Horizon Europe” programmes. Preparing information materials for the web pages of the official websites of the Ministry of Education and Science and subordinate organisations in the “Small and Medium Enterprises” direction.
Participation in joint events with European and international partners in order to obtain up-to-date information and exchange experience regarding participation in the EU framework programmes for research and innovation and other EU support instruments.
Providing individual consultations on open programmes and the use of the web resources of the EU research and innovation programmes.
Holding thematic consultation sessions for interested persons on the use of online partner-search tools.
