Cooperation with foreign scientific institutions in the period 2013-2025
The Institute develops scientific dialogue with foreign partners through participation in the international programmes of the Seventh Framework Programme of the EU, the Joint Operational Programme of cross-border cooperation “Romania-Ukraine-Republic of Moldova 2007-2013”, the Joint Operational Programme of cross-border cooperation “Black Sea Basin 2014-2020”, the Territorial Cooperation of the Eastern Partnership Countries (EaPTC), the Danube Transnational Programme INTERREG, “Horizon 2020”, and “Erasmus+”.
In 2013, the Institute acted as a Partner of the large-scale EU infrastructure project “Inventory, assessment and reduction of the impact of anthropogenic pollution sources in the Lower Danube region of Ukraine, Romania and the Republic of Moldova” within the cross-border cooperation programme of the European Neighbourhood and Partnership Instrument “Ukraine – Romania – Republic of Moldova” (contract No. 287774 of 10.04.2013), jointly with
the National Institute for Economic Research of the Academy of Sciences of Moldova and the Ministry of Economy of the Republic of Moldova, the University of Economics – Varna (Bulgaria), and the Chamber of Commerce, Industry and Agriculture of Galați (Romania).

The Institute took part in implementing international projects:
- Danube-INCO.NET: Advancing research and innovation in the Danube region – the Seventh Framework Programme of the EU (FP7); the following results were obtained:
- scientific principles were proposed for the innovation development policy of medium and small enterprises in the context of implementing the tasks of the European Research Area;
- an information base was developed for promoting the programmes of the “European Research Area for Ukraine” initiative in the context of the activity of the contact point created under the Horizon 2020 programme.
- The project “Tourist routes of the Black Sea region BSB-Tour” – the Joint Operational Programme of cross-border cooperation “Black Sea Basin 2007-2013”, 2014-2016, which was generalised and the following results were obtained:
- an analysis was carried out of the use of programme-target methods in the public management of the development of tourism and recreation activity at the state and regional levels, in particular the “Strategy for the Development of Tourism and Resorts” and regional and city target programmes for the development of tourism in the direction of intensifying international interaction;
- the prospects for the development of wine tourism in the Black Sea region were studied, and proposals were developed for forming rural and cultural tourist destinations common to all project partners in the Black Sea basin, in particular the formation of a wine trail;
- the directions for the development of tourism education and its impact on the formation of the competitiveness of the Black Sea basin countries were substantiated.
- The project “Inventory, assessment and reduction of the impact of anthropogenic pollution sources in the Lower Danube region of Ukraine, Romania and the Republic of Moldova” (MIS ETC CODE 995) – the Joint Operational Programme of cross-border cooperation “Romania-Ukraine-Republic of Moldova”; the following results were obtained:
- organisational and economic tools were developed for a Risk Management Plan in territories with unique natural-resource potential, which defines the vectors of state economic policy and measures to minimise existing ecological threats in accordance with European requirements at the regional and inter-regional levels;
- a methodology was developed for the quantitative assessment of risks arising from sources of soil and water pollution in accordance with European practice and Ukrainian legislation.
- The project “Development of a cross-border innovation platform / cluster for the use of Common Reed (Phragmites Australis) biomass as a source of sustainable energy (REED BASE)” – the Seventh Framework Programme of the EU (FP7); project partners: the Succow Institute (Greifswald, Germany), the Association for Sustainable Development (Moldova); the following results were obtained:
- a database was created of stakeholders and organisations in the sector of using common reed and the water management of the Danube and Dniester river basins, as well as hydrological and hydrotechnical information and cartographic materials for the said basins;
- academic studies were conducted on the former and current state of the wetlands in the project area, the strengths and weaknesses of existing technologies for harvesting, processing and burning reed were identified, and consultations were held with local stakeholders in order to identify potential partners for promoting the sustainable use of reed.
- The project “Development of a Ukrainian-Moldovan cross-border production-scientific-educational cluster for the processing of secondary wine-making products” – the Territorial Cooperation of the Eastern Partnership Countries (EaPTC) Programme; the following results were obtained:
- marketing research was carried out on promising Ukrainian sales markets for the products of the secondary processing of wine-making waste, in particular grape oil, tannin and tartaric acid.
- The project “Transnational cooperation to turn knowledge into marketing products and services for the sustainable development of the Danube community in the future (Made in Danube)” – the Danube Transnational Programme INTERREG; the following results were obtained:
- research was carried out among local stakeholders and a database was created of decision-making organisations — various governmental and non-governmental organisations from the local to the national level in the project area — regarding the development of the transfer of innovation in the Danube region.
- The project “Transnational cluster cooperation in the agri-food sector, based on the smart specialisation method, in the Danube region – S3Cluster”:
- a regional action plan for innovation development in the agricultural sector was developed.
- The project “Embracing failure to facilitate second-chance entrepreneurship in the Danube region” — DanubeChance2.0 (DTP2-012-1.2), funded by the EU within the Danube Transnational Programme;
- The project “Leveraging Finance 4 positive Social Change” — Finance4SocialChange (DTP2-011-1.2), funded by the EU within the Danube Transnational Programme.
- The project “Marine and River Litter Elimination New Approach” – MARLENA eMS BSB – 139:
- measures were carried out to involve potential interested groups in promoting the elimination of marine and river pollution;
- initiative measures were carried out on cooperation to reduce river and marine pollution in the Black Sea region;
- a thematic information campaign on cleaning the sea and rivers in Ukraine was organised and conducted.
11. The project “Sustainable Agricultural Trade Network in Black Sea Basin” – AgriTradeNet eMS BSB – 383:
- a number of events were held involving stakeholders in order to strengthen the potential of local brands to promote the development of a sustainable agricultural trade network in the Black Sea basin.
12. The project “Master in Smart Transport and Logistics for Cities” – SmaLog.
- a Master’s programme project SmaLog was prepared (requirements for the internal system of higher education quality assurance; for the characteristics of the educational-methodological support and the characteristics of the information support; monitoring and periodic review of the educational programmes of the project’s partner HEIs from Georgia and Ukraine were carried out);
- an interim report was prepared on the correspondence of the programme competencies to the components of the educational programme; principles and procedures for ensuring the quality of education;
- expert activity was carried out on the EU curricula in the HEIs of Ukraine;
- an original Methodology was developed for forming educational-scientific programmes on the basis of the experience, standards and requirements of the European educational community (taking into account the experience of the project partners from Italy, Germany, Poland and Georgia), the requirements of Ukrainian legislation, and the national norms, rules and culture of training specialists in the transport field – Methodology development of educational programs ERASMUS 2KA;
- an original Methodology was developed for assessing the quality of the implementation of an international scientific-educational project and the quality of supporting the educational process with methodological means and resources – Methodology of quality evaluation of project eu technical assistance ERASMUS.

- the directions for forming projects of cycling-route designs in the Black Sea region with accompanying infrastructure were substantiated.
