Born on 3 November 1942 in Voznesensk, Mykolaiv Region. In 1965 he graduated from the Lomonosov Odesa Technological Institute (now the Odesa National Academy of Food Technologies). Since 1970 he has worked at the Odesa Branch of the Institute of Economics of the Academy of Sciences of the Ukrainian SSR, which in 1991 became the Institute of Market Problems and Economic-Ecological Research of the NAS of Ukraine, where B.V. Burkynskyi progressed from senior engineer to head of the Odesa Branch and director of the Institute.
In 1975 B.V. Burkynskyi defended his candidate dissertation, and in 1989 his doctoral dissertation on “The Methodology of Planned Management of Production Servicing”, combining research on the problems of intensifying production in various branches of industry with the supervision of their practical implementation in the Southern region of Ukraine. In 1992 he was awarded the academic title of Professor; in 1995 he was elected a Corresponding Member of the NAS of Ukraine; in 1997 he became an “Honoured Worker of Science and Technology of Ukraine”; and in 2003 he was elected a Full Member (Academician) of the NAS of Ukraine and became a laureate of the State Prize in the Field of Science and Technology for a series of works on regional economics. In 2005, for the series of scientific works “Greening of Regional Development”, B.V. Burkynskyi, together with his co-authors, was awarded the M.I. Tugan-Baranovskyi Prize of the NAS of Ukraine.
The fundamental scientific research of Prof. B.V. Burkynskyi during the period of the formation of the national market economy is devoted to the development of the theory and methodology of restructuring economic complexes; the rational interaction and compatibility of economic structures under market relations; the features of the economic modernisation and transformation of the operating models of industrial enterprises; the formation of mechanisms of institutional transformations in the economy; the establishment of innovation and investment policy in the region and the efficiency of innovation processes; the theory and methodology of the development of competition and entrepreneurship; and strategies and mechanisms for strengthening the production, socio-economic and natural-resource potential of the Ukrainian Black Sea coast.
B.V. Burkynskyi takes direct part in, and heads, research and its practical implementation in the Southern region of Ukraine. The scope of his scientific interests is extremely broad and covers the most topical problems of modern economic science – from the tasks of institutional economics to the problems of the system-wide integration of the economy, ecology and social development.
B.V. Burkynskyi carried out a set of studies and developed methodological issues of the functioning and improvement of the economic mechanism at the level of the enterprise as the primary link of production; he developed the concept of intensifying engineering production on the basis of improving the management of the servicing of main production. As a result of the theoretical generalisation of this problem, he solved an important national-economic task concerning single-item and small-batch types of production and obtained a number of new scientific results: he provided a structural-functional interpretation of the production process as the organic unity and interaction of the main production processes and their servicing; he proved and developed a method for building the organisational structures of the production servicing system; he substantiated a method for assessing the efficiency of production servicing and developed for this purpose an integral indicator that takes into account the costs of living and embodied labour and the objectively existing relationship of these indicators with the economic indicators of the efficiency of the functioning of the single production process; he developed methods of operational intra-production planning of the interaction of the main production and its servicing, as well as for improving the organisation of the servicing of machine operators’ workplaces; and he developed criteria and economic-mathematical models for choosing the option of optimal interaction between main and servicing workers.
B.V. Burkynskyi carried out a set of studies and developed the concept of ecological security in its regional aspect. He deepened and specified the regional aspects of this problem: he formulated and generalised the main principles for improving the territorial organisation and management of the rational use of natural resources and environmental protection in the coastal region of Ukraine; on the basis of the formulated principles of the development and distribution of productive forces, he developed the theoretical and methodical foundations for organising the maritime economy on a regional scale, and developed recommendations on the socio-economic development and distribution of the productive forces of the maritime economy of the Azov-Black Sea region; he developed methods and provided an economic-ecological assessment of the trends and patterns of the development of the national economy in connection with environmental protection activity; he developed methods of the economic-ecological assessment of the functioning of the region’s environmental-protection complex; he developed the methodical foundations of the economic-ecological analysis of the region’s environmental-protection problems in the form of generalising indicators that make it possible to assess the trends in the development of the economy and environmental-protection activity; he presented proposals on the reorientation and structural restructuring of economic activity in the region, oriented towards the creation of resource-saving technologies; he developed proposals on the structure of the legislative and executive bodies of nature-use management; he developed aspects of forming a tax system based on payments for environmental pollution in industry, maritime transport, the agro-industrial complex and municipal services; he developed the main directions of a credit-financial mechanism for carrying out effective environmental-protection activity; and he developed proposals on the formation of an international mechanism of environmental regulation within the Black Sea basin.
Under the leadership of Prof. B.V. Burkynskyi, research into modern forms of the open economy was begun for the first time in Ukraine as one of the most important strategic directions in the development of the state and the regions. As part of this research, the possibility was substantiated and draft laws were proposed to the government on the creation of special (free) economic zones, taking into account the specifics of Ukraine’s socio-economic conditions; their effectiveness in attracting external and internal investment resources was demonstrated, with the aim of intensifying entrepreneurial activity for the sustainable development of depressed territories.
With the participation and under the leadership of Prof. B.V. Burkynskyi, scientific schools have been created at the Institute that conduct research on the problems of the structural restructuring of the region’s industry and maritime-economic complex, the formation of national transport-technological systems, the development of entrepreneurship, and the greening of the sustainable development of the Ukrainian Black Sea coast; he provided a theoretical substantiation of a model for restoring the national maritime fleet and formulated specific proposals for its implementation.
Works in the field of the theoretical-methodological and applied issues of greening and the “green” vector of economic development occupy a special place in the scientific output of Dr. Econ. Sci. B.V. Burkynskyi. Under his leadership and with his direct participation, the need to introduce the principles of the “green” economy in Ukraine was substantiated.
Dr. Econ. Sci. B.V. Burkynskyi made a significant contribution to ensuring the economic growth of the southern region by directly leading the development of the “State Programme for the Socio-Economic Development of the Ukrainian Black Sea Coast” and the regional programmes “Development of Entrepreneurship”, “Development of Foreign Economic Activity” and others. Dr. Econ. Sci. B.V. Burkynskyi is one of the authors of the “Strategy for the Economic and Social Development of Ukraine for 2004–2015 through European Integration” and the “Programme for the Comprehensive Development of the Ukrainian Danube Region for 2004–2011”.
In recent times, under the scientific leadership of Academician B.V. Burkynskyi, a number of initiatives have been implemented at the National Academy of Sciences of Ukraine for the scientific substantiation, development and submission to the central legislative and executive authorities of draft strategic documents of national level. In particular, the “Concept of Ukraine’s Transition to Sustainable Development” and the “National Concept for the Introduction and Development of Environmentally Clean Production in Ukraine” were developed. Under his leadership, the scientific report “Introducing the Principles of the ‘Global Green Deal’ into the Model of Ukraine’s Economic Development” was prepared, which was approved by the Presidium of the NAS of Ukraine for implementation (2012).
Academician B.V. Burkynskyi has made a significant contribution to the training of highly qualified economic specialists for the universities and research institutes of the region: under his supervision, more than 50 doctoral and candidate dissertations have been successfully defended. From 2005 to 2013 he headed the Chair of Environmental Economics of Odesa State Environmental University. Since September 2013, B.V. Burkynskyi has headed the Chair of “Administrative Management and Market Problems” at Odesa National Polytechnic University. Academician B.V. Burkynskyi is the author of more than 300 scientific works, including 40 individual and collective monographs. The best-known are: “The Maritime Economic Complex: in 2 vols.” (1991), “Nature Use: Foundations of Economic-Ecological Theory” (1999), “Transformation of Enterprise Development Models” (2001), “The Policy of Mobilising the Region’s Integral Resource: in 2 books” (2002), “Economic-Ecological Foundations of Regional Nature Use and Development” (2005), “Innovation Strategy in the Socio-Economic Development of the Region” (2007), “Strategy for the Development of the Region’s Industrial Complex (Guidelines, Resources, Constraints)” (2008), “Anti-Crisis Management of Marine Nature Use (Theoretical-Methodological and Applied Aspects of Research)” (2010), “The ‘Green’ Economy through the Prism of Transformational Changes in Ukraine” (2011), “Building a Competitive Economy of the Regions of the Ukrainian Black Sea Coast” (2012), “Scientific Principles for the Development of Sustainable Development in Ukraine” (2012), “The Potential of Entrepreneurship in Poland and Ukraine: Mechanisms of Regulation” (2014), and “Capitalisation of the Economy of the Regions of Ukraine” (2014).
For 30 years, B.V. Burkynskyi has been the deputy head of the Southern Scientific Centre of the Ministry of Education and Science and the NAS of Ukraine. He is a scientific consultant and expert of the highest legislative and executive authorities, and a freelance consultant of the Committee of the Verkhovna Rada of Ukraine on Science and Education. He is a member of the working group at the Odesa Regional Scientific and Technical Council, a member of the working group at the Odesa City Council, and the Head of the Odesa Regional Board of the Union of Economists of Ukraine. He is the head of the editorial boards of the quarterly scientific journal “Economics of the Food Industry” and the collection of scientific works “Economic Innovations”, and the deputy editor-in-chief of the collection of scientific works of the State Economic and Technological University of Transport, “Economics and Management” series.
For his outstanding scientific and scientific-organisational achievements, Academician B.V. Burkynskyi has been awarded high state honours. His fruitful and dedicated work has been recognised with the Order “For Merit”, 3rd class (2002), and the Order “For Merit”, 2nd class (2008), an acknowledgement of the Cabinet of Ministers of Ukraine (2002), the badge “For Diligent Work”, 1st class, of the Ministry of Economy (2010), the Distinction of the NAS of Ukraine “For the Training of the Scientific Succession” (2010), the Honorary Badge of the Ministry of Education and Science of Ukraine “Petro Mohyla” (2011), and the Honorary Distinction of the Mayor of Odesa “Badge of Honour” (2007).
