The Institute is the leading institution of academic science in the south of Ukraine on issues of substantiating strategic priorities and tactical tasks for the development of the national and regional economy in the context of Ukraine’s Sustainable Development Goals; of forming and implementing strategies for socio-economic development under conditions of decentralised governance aimed at  ensuring competitive conditions for the voluntary and effective  amalgamation of communities; and of building Ukraine’s transport and transit potential. An important place is occupied by the practical implementation and coordination of scientific work. The coordination of the Institute’s research is aimed at ensuring an effective combination of the efforts of scientists with the research institutions of the NAS of Ukraine and the higher education institutions of the Ministry of Education and Science of Ukraine in order to solve topical scientific tasks, prepare conceptual, predictive and expert documents of state and regional importance, and raise the level of scientific qualification of specialists in the economic field.

At the request of the Committee of the Verkhovna Rada of Ukraine on Environmental Policy and Nature Use, IMPEER of the NAS of Ukraine prepared analytical materials for participation in the parliamentary hearings on the topic “Priorities of the Environmental Policy of the Verkhovna Rada of Ukraine for the Next Five Years”, on 27 November 2019.

  The Institute of Market Problems and Economic-Ecological Research of the NAS of Ukraine provides information on its joint work and the coordination of research with higher education institutions (HEIs) of Ukraine, among which are:

  HEIs of Odesa: Odesa National Economic University, Odesa State Environmental University, the O.S. Popov Odesa National Academy of Telecommunications, Odesa National Polytechnic University, Odesa I.I. Mechnikov National University, the National University “Odesa Maritime Academy”, Odesa National Maritime University, Odesa National Academy of Food Technologies, and the Odesa Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine; and HEIs of other cities of Ukraine: Kyiv National University of Trade and Economics (Kyiv), the National University of Life and Environmental Sciences of Ukraine (Kyiv), the National Forestry University of Ukraine (Lviv), Lesya Ukrainka Eastern European National University (Lutsk), Lviv Polytechnic National University (Lviv), the O.M. Beketov National University of Urban Economy in Kharkiv (Kharkiv), Kherson National Technical University (Kherson), the Admiral Makarov National University of Shipbuilding (Mykolaiv), Yuri Kondratyuk Poltava National Technical University (Poltava), the Khmelnytskyi Technological University “Podillia” (Khmelnytskyi) and others.

During the reporting year, scientific and scientific-organisational work was carried out in the 5 research and educational complexes created jointly with higher education institutions: “Economic Education and Science” jointly with Odesa National Economic University (ONEU, 2004); “Economic Science and Education” jointly with Odesa National Academy of Food Technologies (ONAFT, 2007); “Innovation in Modern Economic Education and Science” jointly with Odesa National Polytechnic University (ONPU, 2007); “Ecological Economics: Education and Science” jointly with Odesa State Environmental University (OSENU, 2008); “Advanced Technologies and Tools of Economic Science and Education” jointly with the Admiral Makarov National University of Shipbuilding (Mykolaiv, 2008).

Within the framework of the “Economic Education and Science” complex (ONEU), the Institute’s specialists delivered lectures and seminars in such disciplines as “European Integration”, “Management of the International Competitiveness of an Enterprise”, “Transnational Corporations”. They took part in joint scientific conferences; in the mutual review of the scientific works of researchers of IMPEER and ONEU; and in internships for bachelor’s and master’s students of the “International Economics” specialty at IMPEER.

On the basis of the research and educational complex “Innovation in Modern Economic Education and Science” (ONPU), the Special Structural Unit “Virtual Business Incubator INNOVATIKA” of IMPEER of the NAS of Ukraine has operated since 2009. In 2019, within this complex, the Institute’s researchers carried out the mutual review of scientific works and the work placement of 5th-year students (specialties “Accounting and Audit”, “Enterprise Economics”).

Eight branches of chairs in economic disciplines also operate on the basis of the Institute:

• “Industrial Economics” jointly with ONAFT (2007);
• “International Economic Relations” jointly with ONEU (2007);
• “Economics of Enterprise and Entrepreneurship” jointly with ONMU (2007);
• “Management and Economics of Maritime Transport” jointly with ONMA (2007);
• “Environmental Economics” and “Management of Environmental Protection Activities” jointly with OSENU (2008);
• “Accounting, Analysis and Audit” (2007), “Enterprise Economics” and “Economic Systems and Marketing” jointly with ONPU (2010).

Within the branch of the “International Economic Relations” chair, jointly with ONEU (since 2007), the following has been carried out:

• work placement and pre-graduation internships for students of the “International Economics” specialty – 20 people;
• delivery of lectures and practical classes by the department’s researchers: lectures and seminars were held in such disciplines as “European Integration”, “Management of the International Competitiveness of an Enterprise”, “Transnational Corporations”;
• organisation of joint conferences, seminars and forums for students and business representatives: a student scientific society operates on a permanent basis;
• preparation of joint publications (monographs, articles, abstracts): supervision was provided for students’ scientific work on the preparation of 5 scientific articles and 10 conference reports;
• joint training of highly qualified scientific personnel.

As part of developing cooperation with Odesa National Academy of Food Technologies, the following was carried out: teaching of training courses at the Chair of Business Management — “Diagnostics of the Internal State of an Enterprise”, “Fundamentals of Economic Diagnostics”, “Economic Management of an Enterprise”. Reviews were provided for 14 diploma theses.

As part of establishing cooperation with the branch of the “Management, Finance and Administration” chair of the Odesa Institute of IAPM, Cand. Econ. Sci., Assoc. Prof., senior research fellow I.A. Topalova prepared the monograph “Human Potential as a Factor of the Socio-Economic Development of Ukraine”, which is both a scientific and an applied work.

A significant group of the Institute’s scientists work part-time in the positions of professors and associate professors at the HEIs of Odesa (Odesa National Academy of Food Technologies, Odesa I.I. Mechnikov National University, Odesa National Polytechnic University, Odesa National Economic University, Odesa National Maritime University, Odesa State Environmental University, the Odesa Institute of Finance of the Ukrainian State University of Finance and International Trade, the Odesa Regional Institute of Public Administration of the NAPA under the President of Ukraine, and the Odesa Institute of the Interregional Academy of Personnel Management), where they teach their own and programme courses in economic disciplines, conduct practical classes, and supervise internships and the completion of course and diploma projects.

From 27.03 to 01.04.2019, Dr. Econ. Sci., senior research fellow N.I. Khumarova completed training for the preparation of experts in higher education quality assurance and passed a test to verify basic knowledge of higher education quality assurance (certificate PK-21707620 No. 145/19).

The Institute’s specialists actively participate in improving the system of training specialists and chair the State Examination and Expert Commissions of higher education institutions, which helps to attract talented young people to scientific work and to entry into the Institute’s postgraduate programme, in particular:

The Institute’s scientists are engaged as opponents for the review of dissertations for the scientific degrees of Candidate and Doctor of Sciences.
