Dr. Econ. Sci. N.I. Khumarova has worked in the system of the National Academy of Sciences of Ukraine since 1980 (initially as an engineer, leading engineer, and research fellow). In 2004 she was awarded the academic title of Senior Research Fellow in the specialty of environmental economics and environmental protection. In 2020 she was awarded the academic title of Professor in the specialty 051 – Economics.
From 2003 to the present, she has been the Scientific Secretary of the said Institute. From 1994 to 2004 she headed the Institute’s trade union committee and was a member of the Audit Commission of the Central Committee of the Trade Unions of Scientific Workers of the NAS of Ukraine.
Dr. Econ. Sci. N.I. Khumarova has developed the theoretical foundations of sustainable economic and ecological development; the theoretical and methodological principles of environmentally oriented strategic management and planning of the development of the national economy; proposals for the implementation of organisational and economic instruments and mechanisms for realising environmental policy; recommendations for the introduction of environmental auditing in marine nature use; and a theoretical substantiation of market mechanisms in the sphere of managing production and consumption waste.
The results of the research by Dr. Econ. Sci. N.I. Khumarova were used in the development and implementation of the inter-republican programme for the rational use and protection of the natural resources of the Dniester River basin and the “State Programme for the Socio-Economic Development of the Ukrainian Black Sea Coast”. N.I. Khumarova provided scientific and organisational support for the fulfilment of the tasks of the NAS of Ukraine under the “Programme for the Comprehensive Development of the Ukrainian Danube Region for 2004–2010”; she is one of the contributors to the scientific substantiation and development of the “National Concept for the Introduction and Development of Environmentally Clean Production in Ukraine”, the Concept of the Targeted Interdisciplinary Programme of Scientific Research of the NAS of Ukraine on the Problems of Sustainable Development, Rational Nature Use and Environmental Protection, and the draft “Strategy for the Sustainable Development of Ukraine”.
Dr. Econ. Sci. N.I. Khumarova has published more than 120 scientific works, including 2 individual and 10 collective monographs, among them: “Environmental Auditing in Marine Nature Use: Concept, Methodology, Practice” (1998), “Components and Trends in the Formation of Environmentally Oriented Management” (2010), “Environmentally Oriented Strategic Planning of Territorial Development” (2011), “The National Policy of ‘Green’ Growth in Ukraine” (2012), and “The Ideology of ‘Green’ Growth in the System of the National Economy (Theory, Institutional Basis, Instruments)” (2014).
Dr. Econ. Sci., Prof. N.I. Khumarova is a member of the Specialised Academic Council of the Institute for the defence of dissertations for the scientific degrees of Doctor and Candidate of Economic Sciences, and of the Academic Council of IMPEER of the NAS of Ukraine; she is the head of the methodological seminar on the problems of the national and regional economy. She plays a leading role in the training of highly qualified specialists and in work with young scientists: as a scientific supervisor, a member of the commission for candidate examinations, and an official opponent. She is the executive secretary of the editorial board of the collection of scientific works “Economic Innovations” and a member of the editorial board of the quarterly scientific journal “Economics of the Food Industry”.
She has repeatedly received certificates of honour and acknowledgements from the Southern Scientific Centre of the Ministry of Education and Science and the NAS of Ukraine. She was awarded the Certificate of Honour of the Head of the Odesa Regional Council (2009); in 2007 she received the badge of the Ministry of Education and Science of Ukraine “For Scientific Achievements”; and in 2008 the Certificate of Honour of the NAS of Ukraine. She was also awarded the Acknowledgement of the Presidium of the NAS of Ukraine and the Odesa City Mayor’s Distinction “Labour Glory” in 2010, the Order of Princess Olha, 3rd class, in 2013, and in 2021 the honorary title of Honoured Worker of Science and Technology of Ukraine.
