Born on 27 September 1981 in Odesa. In 2003 he graduated with honours from the Faculty of Economics of the Odesa National Academy of Food Technologies. In October 2008 he defended his dissertation on “Ways to Reduce the Inefficient Outflow of Financial Capital from the Regional Economy (the Case of the Odesa Region)” in the specialty 08.00.05 – Development of Productive Forces and Regional Economics. He was a scholarship holder of the Presidium of the National Academy of Sciences of Ukraine for young scientists. In 2015 he defended his doctoral dissertation on “Theoretical and Methodological Principles of Regulating the Transformation of Ukraine’s Investment System” in the specialty 08.00.03– Economics and Management of the National Economy. In 2021 he received the academic title of Professor.
The main subject of Oleksandr Ivanovych’s research is ensuring the development of Ukraine’s investment system, the reproduction of capital, the implementation of structural transformations and the modernisation of the country’s economy and of regional territorial and economic systems, the development of the fundamental and applied provisions of regional economics, the formation of investment mechanisms for the development of commodity markets, mechanisms for regulating reproduction processes in the economic system on the basis of achieving comprehensive efficiency and sustainable development, the study of issues of managing the movement of financial capital, and the development of mechanisms for reproducing the region’s investment potential.
O.I. Laiko has made a significant contribution to the scientific support and study of the aspects and priorities of the development of the national economy and the economy of the Ukrainian Black Sea coast. In particular, he developed the theoretical and methodological foundations for studying and regulating the processes of economic development of regional economic systems, using the example of the Ukrainian Black Sea coast; he defined the theoretical principles and mechanisms of the investment and innovation support of the region’s economic development on the basis of intensifying cooperation in the inter-territorial and inter-sectoral dimensions under the conditions of local self-government reform. He formed theoretical-methodological and methodical approaches to assessing and regulating the movement of financial capital and investment in the national economy and in strategic commodity markets. O.I. Laiko took an active part in developing and improving a number of draft laws and regional programmes and strategies for the socio-economic, investment and innovation development of the Odesa region. He works actively on issues of intensifying investment activity at the national, regional and international levels, promoting the development of strategic commodity markets, attracting investment and preventing the outflow of capital from the national economy abroad. O.I. Laiko’s scientific work is also devoted to the issues of forming and reproducing added value in the national economy, developing measures to increase the social productivity of entrepreneurial activity in Ukraine, forming theoretical-methodological and methodical tools for regulating the development of territorial-economic regional economic systems, and stimulating the innovative development of the economy under the influence of globalisation processes and crisis phenomena, taking into account the challenges and prospects of implementing reforms in Ukraine and building a model of sustainable development. The researcher’s scientific interests also include issues of tax regulation of economic development at the national, regional and basic levels, budgetary and financial policy, the formation of modern accounting-analytical and management systems at enterprises, and approaches to the mathematical modelling of economic processes.
The most significant results of O.I. Laiko’s scientific activity are reflected in such authored monographs as “The Investment Potential of the Region: Efficiency of Use and Unproductive Capital Outflow”, which was awarded the Prize of the President of Ukraine for young scientists in 2011, and “Transformation Processes in the Investment System of Ukraine”, as well as in the materials of more than 18 research projects, in 8 of which, during 2012–2021, he was the scientific supervisor. In total, the results of Oleksandr Ivanovych’s research are reflected in more than 200 publications, including such monographs as: “Economic Renewal of the Region: Analysis of Situations and Solutions” (2008), “Strategy for the Development of the Region’s Industrial Complex (Guidelines, Resources, Constraints)” (2008), “The Investment Potential of the Region: Efficiency of Use and Unproductive Capital Outflow” (2009), “Building Competitiveness in the Context of Regional Development” (2009), “Transformation Processes in the Investment System of Ukraine” (2013), “The Sustainable Development Potential of Ukraine’s Strategic Markets” (2014), “Investment and Innovation Development of the Regions of the Ukrainian Black Sea Coast” (2016), “Socio-Economic Development of the Ukrainian Black Sea Coast: Challenges and Opportunities” (2016), “Institutional Support for the Socio-Economic Development of the Regions of Ukraine under Decentralisation” (2019), “Strategising the Innovative Development of the Region on the Basis of Glocalisation” (2019), and “The Dominants of the Sustainable Development of the Regions of Ukraine” (2020).
Alongside his work at the Institute, Oleksandr Ivanovych has been engaged in teaching and has delivered such courses as: “Financial accounting”, “Cost accounting”, “Principles of accounting”, “Financial Accounting”, “Accounting at Small Business Enterprises”, “Organisation of Accounting in the Branches of the Economy”, and has supervised diploma projects and the research activity of students.
He is actively engaged in public activity, addressing the problems of young scientists and coordinating research with foreign partners. From 2013 to 2021 he was the head of the Council of Young Scientists of the Institute of Market Problems and Economic-Ecological Research of the NAS of Ukraine, and worked as part of the presidium of the Council of Young Scientists under the Ministry of Education and Science of Ukraine and of the Odesa Regional Council of Young Scientists. He has trained 4 applicants for scientific degrees (candidates of economic sciences, a doctor of economic sciences, and a doctor of philosophy in the specialty 051 “Economics”) and supervises the research work of 3 degree-seekers.
He is a member of the Specialised Academic Councils for the defence of dissertations for the scientific degree of Doctor (Candidate) of Economic Sciences: D 41.177.02 at the Institute of Market and Economic-Ecological Research of the NAS of Ukraine in the specialties 08.00.03 – economics and management of the national economy and 08.00.05 – development of productive forces and regional economics; and D 41.052.10 at the National University “Odesa Polytechnic”. He is the head of the Scientific-Methodological Seminar for the review of dissertations in the specialties 08.00.04 – economics and management of enterprises (by type of economic activity) and 08.00.06 – environmental economics and environmental protection.
In 2015–2021 he was a member of the expert commission for the selection of young scientists’ projects (under the “Science in Universities” project for carrying out research and scientific-technical (experimental) developments by young scientists working (studying) at HEIs and national universities within the sphere of management of the Ministry of Education and Science). He is currently an expert of the National Research Foundation of Ukraine.
He is a member of the editorial board of the scientific journal “Science and Innovation”, published by the National Academy of Sciences of Ukraine and included in the international scientometric databases Scopus and Web of Science (a category “A” professional publication).
He is the deputy editor-in-chief of the collection of scientific works “Economic Innovations” (a category “B” professional publication) and a member of the scientific council of the international scientific journal “Economy. Ecology. Society” (a category “B” electronic professional publication), which are published by the Institute of Market Problems and Economic-Ecological Research of the NAS of Ukraine.
He is a member of the editorial board of the journal “Our Perspective” (Lviv Polytechnic National University) and a member of the review board of the journal “Economics of the Food Industry” (a category “B” professional publication).
In 2010 he was awarded the badge of the Ministry of Economy of Ukraine “For Diligent Work”, 3rd class; in 2011 he became a laureate of the Prize of the President of Ukraine for young scientists. In 2017 O.I. Laiko was awarded the named scholarship of the Verkhovna Rada of Ukraine for the most talented young scientists (Resolution of the Verkhovna Rada of Ukraine of 19 December 2017, No. 2252-VIII). He was a scholarship holder of the Presidium of the National Academy of Sciences of Ukraine for young scientists. He was awarded the distinction of the Presidium of the NAS of Ukraine for young scientists “Talent. Inspiration. Work”, the Honorary Distinction of the Mayor of Odesa “Acknowledgement” (in accordance with Order of the Mayor of Odesa No. 364 of 13.05.2019), and distinctions and certificates of the Institute and the Odesa Regional State Administration. He was the head of the competitive research topics of young scientists “Theoretical and Methodological Principles of Tax Stimulation of the Development of Ukraine’s Economy under the Conditions of Local Self-Government Reform”, carried out following the results of the competition for the named scholarship of the Verkhovna Rada of Ukraine, Resolution of the Verkhovna Rada of Ukraine No. 765-IX of 13.07.2020 (https://zakon.rada.gov.ua/laws/show/765-IX#Text) “On the Award in 2020 of the Named Scholarships of the Verkhovna Rada of Ukraine for Young Scientists – Doctors of Sciences”), and “Development of Ukraine’s Investment System on the Basis of Reducing Capital Outflow”, carried out following the results of a report to the Presidium of the NAS of Ukraine.
He is an academician of the Academy of Economic Sciences of Ukraine in the specialty of Urban and Regional Economics (certificate No. 1019 of 25 May 2018).
He holds a Certificate of the first presentation by a young scientist at a meeting of the Presidium of the NAS of Ukraine on 27 February 2019 with the scientific report “Prospects for the Development of Ukraine’s Investment System”.
He is a member of the National Union of Journalists of Ukraine (certificate 29589 of 28.12.2018).
He takes an active part in implementing international cooperation projects and programmes – he is the coordinator of the DanubeChance2.0 and Finance4SocialChange projects at the Institute of Market Problems and Economic-Ecological Research of the NAS of Ukraine under the Danube Transnational Programme. He actively cooperates with the Institute for Regional Studies of the Hungarian Academy of Sciences, the Institute of Agrarian Economics of the Romanian Academy of Sciences, and the NGO Cahul Business Center. He participated in economic forums: the 21st Economic Forum in Krynica, Poland, and the International conference of ASECU (Association of Economic Universities of South and Eastern Europe and
the Black Sea Region). He completed internships at the OECD and the French technology parks StationF and CentQuatre#104Paris (26–31.08.2019) as part of his participation, with a team of young researchers, in the topic “Development of Innovative Development Strategies for the Regions of Ukraine on the Basis of Glocalisation (the Case of the Odesa Region)” (state registration number 0118U100246, 2018–2019). He presented the results of his research at the University of Florence. He completed internships at the Zentrum für Soziale Innovation (Vienna, Austria, 16–17.04.2019) and at the Bialystok School of Economics (Bialystok, Poland, 30.04.2019–12.05.2019).
